Resolution
In Regard to Formation of Teachers’ Consortium of Pakistan
We hold that in our country, the overall picture of the human and trade union rights situation has been remained grim since birth of Pakistan. Violations have been continued to occur, ranging from total denial of Freedom of Association  to a gradual undermining of these rights or from imposing administrative restrictions, infringements and attacks on union, whatever specific form these violations took they were all aimed at preventing union defending the interests of their members and from playing a constructive role in economic, social and educational development.

It is an admitted fact that in our country where workers have been given the right of freedom to establish trade union organization, while this right frequently has not been applying to teachers but only to workers in private sector, although the teachers’ do have the right to organize associations vide govt. Servant Conducts Rules 1991 (28) but to collective bargaining and to strike action has been often restricted in these rules.

Different governments efforts to keep a firm grip on the teaching profession, however often led not only to violations of teachers’ trade union right, but also to restriction on teachers academic freedom and basic civil rights.

To achieve with collective efforts of Teachers’ Associations of Pakistan, the basic trade union rights to teachers’ and to protect their professional freedom fully in accordance with.

ILO convention 87 concerning to freedom of Association and protection of the right to organize.
ILO convention 98 concerning the application of the principles of the right to organize and to bargain collectively.
UNESCO/ILO recommendations on status of teachers 1966 (Colombo) and Paris France.
Universal declaration of Human Rights Articles 20 concerning right of forming union to every citizen, we the officials of the following teachers’ associations do hereby resolve to get unionized into a single national based teachers’ organization under the title of “Teachers’ Consortium of Pakistan”.

In the initial stage, we unanimously agree to setup “Constitution” and “Convening Committees” comprising following members and officials to carry on the business and to form bye-laws and rules of business of TCOP.

We also pose full confidence in M. Iqbal Shuja and Chaudhri Muhammad Nawaz and authorize them to deal with all Financial Meters as Convener and Finance Secretary till the election of central execution board is taken place.
