PWF Sindh Convention held at Hotel Jabees, Karachi M. Iqbal Shuja, Convener TCOP and VP PWF delivered his speech and expressed teaches solidarity with Labour Movement. He threw light on the reasons and back ground for Banning Teachers Accosting in Sindh Province and asked the labours’ leaders and PWF officials to lodge strong protest against illegal ban imposed by Sindh Govt. In the convention resolution was passed unanimously demanding Sindh Govt. To withdraw ban order immediately.
Seminar organized by working women support center on 13-14 September, 2006, Mr. Iqbal Shuja Convener TCOP, Participated as speaker on the topic “Teachers’ struggle for freedoms of association”. He explained striated situation caused due to illegal ban and local Govt. councilors participating in the seminar from through out the Pakistan were requested to cast their influences on Sindh Govt. for Reversal of the banning order Mr. Greg. Schulze and Imad Ashraf from ACILS, Zia Awan advocate and Urus Sahar from WWSC were also present in this seminar.
WEBCOP Seminar held at PC Hotel Karachi, M. Iqbal Shuja Convener TCOP and Mr. Ch. Muhammad Nawaz, Finance Secretary TCOP attended this seminar on special invitation extended by SDC of Pakistan and therein they tried to seek support on the issue of Ban, Mrs. Anita Ghulam Ali, Chairperson Sindh Education Foundation, Mr. Shafique-ur-Rehman, Senior and season Bureaucrat, Mr. Ghafoor Biloch from PWF, Mr. Ahsanullah, President WEBCOP, Mr. nazar Ali Secretary SDK and Mrs. Kaneez Fatima Veteran Labour were also present in this seminar (Photo attached).
Education conference arranged by United Schools Management Societies Front on 06-09-2006. In this conference about three hundred societies officials took part in the debate on educational problems. M. Iqbal Shuja expressed his analytic views on the reasons for deterioration of education standard, wherein imposition restrictions on freedom of association on the govt. employees is one of the main cause (Photocopy attached) for declining education standard.

Teachers Day” observance on 17-10-2006 Govt. & Nationalized Schools Teachers’ Association in collaboration with TCOP observed teachers’ day wherein Ch. Muhammad Nawaz, President GNSTA and M. Iqbal Shuja Convener TCOP delivered Key-Note on the status of Teachers, which is being under minded by the education department these days. Thousands and thousands teachers press reporters, Prof. and lecturers and officers of Education Department graced this occasion with their mighty presence.
Provincial and National Seminars on industrial Relation were organized by JLAF / PWF on 09-10 November, 2006 and 13-14 November 2006 at Hino Pak Auditorium and Hotel Paradise Karachi, M. Iqbal Shuja and Ch. Muhammad Nawaz took part from TCOP in these seminars. Country wide labour leaders were also attenders and kept promise to support teachers in their campaign against ban on Teachers’ Associations. |

| TCOP has started signature campaign and till now we have succeeded to obtain seven thousand and three hundred teachers signature on the demands, which will be sent to Chief Minister Govt. of Sindh in near future. (Performa attached). |

Brief Report on Earth Quake devastation of Northern Pakistan.
 |
On 8th October, 2005 an earth quake of magnitude 7.6hit, the five districts of NWFP and three district of Azad Kashmir. It persisted for more than half a minute and devastated the infrastructure including roads, houses, all kind of educational institutions, hospitals killing thousands of people. Unfortunately this part of the country is already less developed in education due to lack of resources and cultural factors. The recent sudden calamity further intensified and pushed back the pace of progress in social life particularly in education.

Recommendations for Pay and Pension Commission 2009
 |
The progress and prosperity of a nation depends only on the better financial and social status of teachers where as teachers in our country are deprived of this.
Increase in literacy rate and imparting quality education is only possible if teachers are financially sound. |

Pay Structure for Teachers:

|
| Pay Scales of Teachers should be different as comparison to other Govt. or Semi Govt. Officials. To make it possible the following should be made as base. |

There should be a similarity in pay scale of Teacher according to designation in all over the country.
Teachers pay scales as comparison to present pay scale should have an increase of minimum 30%.
On promotion two pre-mature increment should be allowed.
Provision of move-over should once again be continued.
On additional higher qualification advance increments should be allowed.
A teacher working on the lower post but acquiring the requisite qualification of higher post should be benefited the status & pay scale of that higher post.
For remote and hard areas, there should be a benefit of special allowance including accommodation facility. |

Regularization of Contract Teachers:

|
| Contract teachers with better efficiency should be regularized with entitlement of pension and other fringe benefits. |

House Allowance:

|
| Likewise the Federal Govt. Officials Teachers should be provided the house requisition facilities or present house rent should be increased to 60%. |
|
| |
Annual Increment in Pay:

|
| For in annual increase of pay, principle of indexation should be adopted, more over special increments in efficiency basis be allowed. |
|
| |
Up-Gradation:

|
| Like wise university teachers pay scales of schools teachers should be up graded. |
|
| |
Conveyance Allowance:

|
| A very large member of teachers, particularly lady teachers are facing acute problem in reaching their place of posting. Present difference of rural & urban conveyance allowance be eliminated and C.A. should be increase to 100% in companion to the present one. |

Medical Allowance:

|
| At present Medical allowance of Rs. 500/- is being paid to teachers and officials from Grade 1-16. This amount is insufficient and it is suggested that instead of this teachers should be facilitated with health insurance policy. |
|
| |
Group Insurance:

|
| Like wise other Govt. officials regular monthly deduction in the head of group insurance is deducted from teacher’s salary and only few families of deceased are being benefited whereas on the entire advantage goes to insurance company. It is suggested that group insurance should be concerted into life insurance policy. |
|

Eid Allowance:

|
| Teachers should be granted Eid Allowance Equal to their basic pay. |
|
| |
Benevolent Fund:

|
| Teachers benevolent fund should immediately be converted into teachers’ foundation. |
|

If an official expires during service / after retirement 100% of pension should be given to his family.
After ten years of retirement there should be complete restoration of commuted pension.
Qualifying service for retirement should be 20 years.

For more then 30 years service, the increment per annum in pension may once again be re-instead. |

Restoration of Teachers’ Services:

|
About 700 Teachers were sent homes on forced leave on taking part in the strike against ban on teachers association in Sindh Province.
The Present Govt. of Sindh has cancelled the forced leave order and the victimized teachers have joined their duties with re-prospective effect and Govt. has also withdrawn all cases against of the strikers. |

For the demotion of Junior Officers:

|
Grade 16 teachers were posted in schools and offices against the posts of 17 grade.
Now in Sindh Province at least all juniors ones have been reverted and now senior ones have taken their legitimate posts as per rules. |

For time Scale:

|
| Teachers of all grades or scales once appointed in a scale retained the same scale till their death or retirement recently Govt. of Balochistan and Frontier have announced time scales for all caders having 10 and 15 years service. |

For Elimination of Political Interference in Appointments and Administration:

|
| Previously appointment transfer and postings were made on political and personal relationship of officers.
Present Central and Provincial Govts. Have set-up a task force under establishment for eliminating political and social interference in all sections or depts. regarding appointments, postings and transfers the concerned Govt. have committed to follow merit in all the cases. |

| The Federal Govt. has setup steering committee to form uniform syllabus for different schools of all kinds and committed to involve all the stake holder in the process. |

| Now in Sindh Province all such officer has been directed to join their parent office and in their places promotee teachers have been posted so-far. |

For Yearly issuance of seniority list of all scales and caders of teachers:

| Sindh Education department has instructed to all officers to issue seniority list well on time. Recently the seniority lists have been issued by the concerned departments of education. |

For Withdrawal of ban order:

|
| Sindh Govt. Education Minister has submitted summary to Chief Minister for withdrawing the ban cases lying in the High Court. |

For Transport facility to lady teachers working far flung areas of the city:

|
| Punjab and Sindh Govts have announced to provide transport facility to lady teachers working in remote areas and also have committed to post the lady teachers nearest to their homes as much as possible. |

| Sindh Govt. is going to fill all the posts by appointing 25000 teachers. Interview and tests are in process. Similarity Punjab, Balochistan & NWFP provinces following the same procedure. |

| Seniority lists of PST and JST be prepared for promotion next Scale and grades. |

107 PST and 218 JST were promoted in grade 16th in the Month of February 2009.
Powers of drawing and disbursing be given to senior officers having grade – 17, instead of Junior Teachers having grade 16.
By demoting junior ones DDO Ship powers have been assigned to senior ones in February, 2009.
Vacant Teachers’ post be filled in immediately. Science, Maths and English Teaches be provided to each high school. DEO has committed to fill the vacant posts before starting new academic session after new recruitment in April, 2009. |

| PWF lodged protest against IRO 2008 in front of Karachi Press Club on 19-02-2008. TCOP / PWTC leaders took active part in the protest. M. Iqbal Shuja, Secretary General TCOP and Mrs. Samina Chudhari addressed the protestors and demanded to include Union Right as per ILO Conventions 98, 87 to teachers’ in the Ordinance, 2008. |

Letters to Finance Ministers & Secretaries:

|
| A letter was written to Federal and Provincials’ Finance Ministers and secretaries containing of demand for 50% enhancement in pay 50% in Medical allowance and 45% increase in conveyance allowance for Teachers of all caches.
A Letter was written to EDSEO to redress and settled the grievances facing Balochistan Teachers these days due to interference of so-called Teachers’ Leaders and Social Workers.
Affiliates campaign for enhancement of pay and allowances. TCOP affiliates of all the provinces staged protest around assemblies press club and education offices and press releases were also issued to news papers in support of their struggle from TCOP Head Office.
