Pakistan Day (23rd March 2008)
To observe this red letter day TCOP Organized a Seminar on “Teachers Role in Creation and Integrity of Pakistan” on the Premises of Lal Qila Grammar School, North Karachi. Speakers at this occasion were Prof. Khawaja Qammer-ul-Hassan, Dr. Aiysha, Syed Ali haider and M. Iqbal Shuja.
Speaking at this Juncture M. Iqbal Shuja quoted historical role of the teachers of Ali Gardh College, Sindh Madrasahtul Islam, Muslim High School Lahore and Islamia College Peshawar in creation of Pakistan. He vowed that some miscreants, terrorists and religious extremists with their illegal or ulterior hidden motives and anti-Pakistan activities have been spoiling the objectives of establishment of Pakistan and thus defaming Pakistan nation through out the world. He said “it is teachers’ duty and responsibilities or vital role to eradicate the evil effects, which are harming integrity of Pakistan, through their lessons to innocent students and young ones and lectures to people, using every platform of print and electronic media as well”.

Labour Day (1st May)
Labour day has been observed internationally every year in the memory of Chicago labours who laid their lives in 1886 for the cause of labour’s rights. TCOP also observed this day in collaboration with PWF by staging sit-in and lodging protest in front of Karachi Press Club. Thousands and thousands teachers took part in this rely alongwith other unions’ workers.
M. Iqbal Shuja Secretary General TCOP also addressed the relly and demanded union rights for teachers as per ILO convention 98, 87.

Meeting with ACILS Officials
On 6th July 2008 a delegation of TCOP leaders called on ACILS Officials in Mehran Hotel Karachi and discussed some vital issues and problems concerning to education and teachers of Pakistan.

PWF (Karachi Sindh Chapter) General Council Session And Elections
PWF (Karachi Sindh) General Council Session held on 10th July, 2008 at Solidarity Center Qasba Town Karachi.
In this session election of office bearers were held M. Iqbal Shuja Secretary General TCOP was re-elected as vice president in this session.
Speaking on this occasion M. Iqbal Shuja Committed full support to labour in their struggle for achieving labour rights and getting solved their problems

United For Gender Justice Network Function In Mehran Hotel
Network (TCOP it’s member) held a launching ceremony of Draft bill in Mehran Hotel regarding harassment of women workers at work place, which was drafted by renowned advocates under the supervision of Zia Awan Advocate.
Mrs. Shehla Raza Hon’ble Depty Speaker Sindh Assembly Presided over the function and Mrs. Tauqir Fatima Hon’able Minister for women welfare and many others were present as honourable guests.
M. Iqbal Shuja Member of steering committee of network speaking at this juncture appealed to the drafters for extending and including provision for women teachers who have been severely harassed in different ways by the establishment and officials of education dept. This ceremony was widely covered by the print and electronic media.

PWF National General Council Session On 22 July 2008
In this session office bearers of PWF Central Executive Board were unanimously elected by the general councilors.
Mr. Donglinli from ILO were specially invited to observe the proceeding of the session and to express their views concerning labours welfare and upliftment.
Aviating this opportunity M. Iqbal Shuja alongwith Ch. Nawaz called on Mr. Donglinli and discussed educational and teachers’ problems and asked them to support TCOP by providing technical leadership training.

Protest Day Against Price Hike 6th August 2008
A protest relly was staged before press club against Price Hike and load shading by PWF, TCOP officials and teachers took active part in the relly besides other M. Iqbal Shuja addressing the relly said that low paid teachers were also the victim of Price Hike as others and to them it was very difficult to make both ends meet in the prevailing economic deteriorated situation.

International Indigenous, People Day (9th August 2008)
A group of TCOP officials comprising Iqbal Shuja, Chudhari Muhammad Nawaz, Mussarat Ali Shah and Ikramuddin visited special children center i.e. “Apna Sahara” disable support centre situated in North Nazimabad and Gulshan-e-Iqbal, and presented flower and sweets to special children.

PWF Seminar On 11th August, 2008
Seminar on “Women Workers” Harassment at work place was organized by PWF / ILO at Karachi. From TCOP side Miss Kausar, Tasneem, Miss Aiysha and Mrs. Samina Gul took active part in this seminar.

International Literacy Day 8th September 2008
TCOP officials launched awareness campaign on this subject and formed various groups in all the districts of Karachi, who contacted habitants of area to make them aware about the importance of literacy and asked them to send their children to schools for acquiring knowledge and for the development of traits and skills of their children so that they could earn better livelihood according to their aptitude and live a noble life in the society.

Teachers’ Day 5th October 2008
This day is celebrated internationally; students and parents do express their profound feelings of respect and love to teachers on this solemn day.
TCOP observed this day in Mughal Gaden Karachi, where parents, students and teachers gathered in large numbers and they presented wreath and flowers to teachers as a token of love and reverence and saluted them.
Addressing the presenters M. Iqbal Shuja Secretary General TCOP said that “this year neither ministers nor high ups of education department have organized any function or event in this regard, while previously it was observed officially. Statements were issued on print and electronic media to greet teachers, even president, prime minister and other ministers had been contacting their teachers on phones and besides conversation they saluted them for their untiring valuable services render in promoting education in the country. “This act of ignoring the teaches is regarded as humiliation and painful. The teachers feel that they have no value and respect in the present Govt. Officials. M. Iqbal Shuja suggested that Govt. should award shields certificate of Honour and merit at this auspicious day to teachers.

International Senior Citizen Day 10th October, 2008A meeting of retired teachers and officer of education department was held under the chairmanship of M. Iqbal Shuja and discussed socio-eco and health problems they are facing these days. In the light of over all discussion in the meeting letter was written and dispatched to finance, education social welfare and culture ministers of all the provinces, suggesting the following steps.

50% concession be allowed to retired teachers and officials in railway and air-ticketing purchases.
25% GPF deposited during the service be paid to all retirees or Rs. 1000/- be paid monthly to them besides which is being paid as per GPF rules.
Recreational centers including libraries be set up in all the districts for retired Govt. servants. Seek seasoned, experienced and expert opinion on education plans, in policies making and in forming scheme of studies or syllabus from retired teachers and officials’ think tanks.
5 retired teachers be sent from each province for Hajj yearly on Govt. expenses.
Separate windows be opened in all the offices including banks, and railway to deal with retirees separately.

Letters to Finance Ministers & Secretaries:
A letter was written to Federal and Provincials’ Finance Ministers and secretaries containing of demand for 50% enhancement in pay 50% in Medical allowance and 45% increase in conveyance allowance for Teachers of all caches.

Founding Convention, Held at Islamabad 1st Day on 14th December, 2007

Dear Sir,
Founding convention of TCOP was held at Islamabad in the Premises (Hall) of Hotel Capital on 14th – 15th December 2007.
About 57 Teachers’ Leaders of thirty Six TCOP affiliated teachers’ Associations took part in the event as general councilors. The leaders of the rest associations were stayed away due to engaged in election duty and being busy in examination work of SSC and Local Schools’ exams. But they were allowed proxy votes through their provincial leaders participating in the convention, we invited ILO, FES, ICOS, PWF, ICFTU and other NGOs officials, but due to prior engagement, they could not attend our function;
Mr. Immad Ashraf Program Officer ACILS Islamabad on first day and Mr. DAVE KAMERERE, Senior Associate International Affairs Dept. AFT, Mrs. Charito Riley, Senior Program Officer Asia Europe Region ACILS were present in both the days’ proceedings of the convention. The very first day M. Iqbal Shuja Convener TCOP accorded worm welcome to these dignitories and councilors of general council and expressed his heartiest thank for joining the event so far.
On the opening day of convention Mr. Immad Ashraf Program Officer ACILS, Islamabad expressed his views on the working of ACILS internationally and in regard to teachers’ solidarity and uniting fragmented teachers’ Association of Pakistan under the Banner of TCOP. He further pointed out that the task uniting teachers associations of Pakistan had been successfully completed under the guidance, support and supervision of ACILS Islamabad, hoping that onward TCOP would stand on its own feet and would continue its activities democratically and depending at its own financial resources or depending on membership dues and others constitutional means. Even the ACILS would continue some sort of help in regard to organizational matters and further strengthening TCOP at the grass root level:
The next speaker at the first day was Dave Kammerere, who threw light on the role of AFT in supporting ACILS for uniting teachers’ association in Pakistan and quoted some experiences gained in the struggle for bringing the teachers and other education related organizations on the common platform provided by American Teachers Federation in America. He emphasized on the role of Pakistan’s Teachers’ leaders to promote democracy and follow democratic norms in their administrative and organizational setup or activities, workings and managerial proceedings or procedures in all respects. He advised them to remain more vigilant on the issue and problems of the teaching professionals and get their grievances and core issues settled down amicably, so that they could be attracted for being avail the chances to enhance more and more membership of their respective associations.
On proceeding to next item of the Agenda, the chairman of credential committee Mr. Choudhri Muhammad Nawaz issued Credentials to participant units (Associations entitling them right of votes accordingly in the ensuing elections of executive boards. After that the convener of TCOP. Placed the amendments in TCOP constitution’s Article 8 and Article 8(c) to add one post of Chief Organizer and ten Ex-Officio executive members by virtue of posts holding in Pakistan women teachers’ council in national and provincial boards, as presidents and general secretaries, which were passed and adopted by the general councilors, chairperson, Electron Committee Miss. Rukhsana announced the procedure of election as par Article 8 of TCOP constitution and distributed the nomination forms unilateral and panel wise among the contestants. At the very first step the elections of office bearers of provincials executive boards were held in a separate meeting of each provincially affiliated associations (the provincial unites) so far elected the office bearers of provincial executive boards of their respective provinces and handed over the results to the chairperson of election committee Ms. Rukhsana Perveen, then the elections of office bearers of central executive board were held and the house of general councilors unanimously elected the Boards’ officials. Later on the final results of provincial and central executive boards were announced by the chairperson Ms. Rukhsana Perveen after compiling it according to the TCOP consultation. After that the elected office bearers expressed their thanks to the members of convening committee, election committee and electoral college (general council) and resolved to work sincerely for promoting education and up-gradation of teachers’ status by all means and committed to take pride in keeping teachers’ interest supreme in all their efforts and endeavours.

2nd Day 15th December, 2007

This session was started with recitation of quranic verse and after that the TCOP Convener M. Iqbal Shuja delivered his key-note address and therein he wished to extend his heartiest congratulation to the teachers’ leaders who cooperated with him in uniting the teachers’ associations of Pakistan and ACILS Islamabad officials Mr. Greg Sehulze and Immad Ashraf for their support and help to TCOP. He paid glowing tribute to Dave Kammerere,
In the address the convener positively asserted that his task for uniting the teachers’ associations had been finished and the further task belongs to the newly elected executive boards to welcome the new entrance in the TCOP fold and to endeavour hard in higher sprit to solve the core problems on the ground relating to oppressed and suppressed teachers and to eliminate education regress in both the quality and quantity.

Presented very comprehensive reports on the subject.
After presentation of provincial reports Mr. Dave Kammerere administered oath of office to the newly elected officials of executive boards, (Provincial and Central) then after oath taking ceremony, Mr. Muzzamil Khan Turnabi elected president took the position on the dais, and declared the convening committee dissolved, confessing the pleasure to see the fruits of conveners’ labour in bringing the fragmented teachers association of Pakistan together on TCOP platform.
On this historic occasion Memoir shields were presented to Mr. Dave Kammerere and charito rely by the president and secretary general TCOP.
At this juncture Mr. Dave Kammerere Said “There is much to do now, this time is the best one when you can push your fortune: enhance paid membership, contact young leaders and provide them the free and democratic atmosphere to learn leadership skills and share the experiences with the seasoned leadership to bear the burden of future leadership responsibilities on their shoulders. “He assumed that AFT would continue its technical support for TCOP if it remains vibrant, active and functional organization in the country and needs cooperation from international NGOs and Interact positively with internationals in promoting education and for wellbeing of teachers.

Charito Riley:

In her speech she endorsed the statements of Dave Kammerere and asserted that ACILS would also provide technical assistance, expertise and share experience with TCOP in fostering solidarity and unity among teachers of Pakistan, as it has been doing so in yester years.

Future plans of PWTC and needs to implement them successfully and what kind of help it requires from AFT, ACILS (English language Courses, Leadership Training Program, link with international womens organization, Awareness with ILO conventions and labour laws or service rules, seminars on burning issues related to female workers were noted by the AFT and ACILS officials and they to do the needful by launching these programs in consultation with their parent organizations. |

A National Meeting of Teachers’ leaders of TCOP affiliated Associations held on 12-03-2007 at Faisalabad (A third big city known as Manchester of Pakistan) in the Premises of Sheheryar Hotel.
Two office-bearers from each Main TCOP Affiliated Associations were invited to attend the meeting.
Due to engagement in S.S.C. Examination Watan Teachers’ Association officials Stayed away from attending the meeting, but Two Lady Teachers from Pakistan Women Teachers’ Council Balochistan (An Affiliate of TCOP) did participate in the proceeding of the meeting. The rest invitees ardently attended the session and made it a successful one

Even very bussy, but they graced this occasion with their eminent presence and observed the whole proceeding patiently and attentively till the last moment.
According to meeting’s Agenda the proceeding was started with the recitation of Holly Quran and after that Mr. Choudhri Muhammad Nawaz, Co-convener TCOP welcoming the guests and participants read out the Agenda in detail before the attenders of the meeting and described the significance of the attached papers with files so provided to participants.
M. Iqbal Shuja, Convener TCOP delivered Key-not address, and said “Teachers’ have Lots of problems on the ground, Top of them are imposition of Ban on Teachers’ Association by Sindh Govt., Employment of Junior grade Retired Military men in inspection teams in Punjab province for monitoring the teaching work and staff activities, the alarming situation of Political Interference in education Dept., and also extremism and fanaticism Preachings prevailing in educational institution these days”.
Further he added that “It is a burning need of the hour to face these challenges with collective efforts. Although the TCOP Affiliated Associations have been struggling hard to sort out the solution of these problems and issues, yet we have to do more in this regard. It is no figure of speech to say that the multifarious problems are hanging like sword of democle on the heads of our Teachers, so we have to save our heads with sincere, conscious and deliberate efforts jointly or collectively to bring the significant and positive results of our struggle”. He said that TCOP convening committee also did a lot in this regard. It had hosted many press conferences in the capital cities of all provinces, issued press releases; wrote Articles on the burning issues, contacted lawyers, notables of the city, political leaders, PWF and WEBCOB officials, city Nazim to seek their support for pressurizing the Govt. to get settled down the thorny issues amicably. Letters were also written to President, Prime Minister of Pakistan. ILO, EI and Human Rights Commission for reversal of Ban.
Having finished his address M. Iqbal Shuja, Convener TCOP invited Mr. Hafiz Abdul Nasir, President Punjab Senior Teaching Staff Association to express his views on deployment of Retired Lower Grade Military Men in Education Dept. for Monitoring the Schools Management and Teaching Staff. Mr. Hafiz Abdul Nasir expressed his grave concern over the employment of Lower Grade Military Man for monitoring Schools’ Staff having higher grades than these monitors.
In his speech he said "this step taken by Punjab Govt. Humiliating and insulting on the part of teachers’ comity, as undue indulgence, interference and rash behaviour with Staff is severely effecting teaching process. He told that frusted teachers checked by Military Men cannot perform their duty efficiently; when they are under pressure and threats”. He demanded immediate abolishment of monitoring teams and suggested that if monitoring is necessary the same may be constituted from Retired Officers and Teachers, as they can best perform monitoring work then unrelated educational persons.
Further he added that “some Govt. Schools have been handed over to NGOs, and they are drawing more salaries than Govt. Teachers’. Thus this extra financial amount is a heavy Burdon on Govt. treasury. So the given schools be taken back and let them function under Govt. control to save extra Financial Burdon”.
The next speaker was Mr. Ghulam Rasool Rajpur, President Bhittai Teachers’ Association Sindh (Rdg). He threw light on the imposition of ban on Teachers’ Associations by the Sindh Govt. and explained it’s background and surprising chain of events.
He said that this ban was imposed due to the facts that Teachers Associations were raising voices and objections on illegal decisions and actions in regard to appointments, promotions, postings, transfer, and corruption or illegal gratification prevailing in offices and to hide illegal actions of officers of Sindh Govt., imposition of ban on Teachers’ Association was just to shut their months and curb the voices against them.
He termed ban as violation of teachers’ Right to form Union. Banning Teachers Associations’ was absolutely illegal and in contradiction of ILO Convention 98, 87, constitution of Pakistan. Article 17, 19 and Universal Declaration of Human rights as well. He elaborated his point of view and further expressed his feeling, saying that Teachers of Sindh reacted against the illegal ban and staged a sit-in at Karachi Press Club and thousands and thousands teachers took procession on the main roads. Police resorted to teargas, shelling and baton charge to disperse the protestors and to suppress the popular movement. Many Male and Female Teachers sustained severe injuries and some of them were hospitalized for medical treatment.
Manhandling of Teachers by police, booking them on force leave, issuance of showcase notices and sacking were the tactics of administration to suppress the move against Sindh Govt.
About 132 TOP leaders were arrested and 1400 Teachers were suspended on the charge of taking part in strike. At least 20 Teachers’ Leaders were dismissed from Service without showcase notice and inquiry only Govt. took strong measurers to put a stop to teachers movement for restoration of Association. Sindh Professors & Lecturers Association (SPLA) and Govt. Secondary Schools Teachers’ Association (GSTA) leaders were the prime movers of the strike and demonstration, they were sacked, who letter on filed a case in the high court challenging the Govt. action and won the case, but Sindh Govt. again filed an appeal in the Supreme Court against High Court verdict. Now the teachers are waiting for Supreme Court decision.
As far as the teachers are concerned they will continue their struggle and will not let the flame flicker or die out inspite of unholy winds.

expressed their solidarity with teachers of Sindh Province and announced full backing to the struggle of Sindh Teachers.
A Resolution was unanimously passed by the participants condemning the banning-order and therein they all demanded for immediate reversal or withdrawal of banning order.
They appreciated TCOP Convening Committee’s role in struggling and supporting to Sindh Teachers’ cause nationally and internationally.
Mr. Greg Schulze took the floor of the meeting and appreciated the convener for holding meeting a successful one and filled with pleasure to see that Iqbal Shuja’s labour in Organizing Teachers’ Associations was now a full-flanged and deep rooted tree ripped up with sweet fruits, “but still we have to do more”. He told the Teachers Leaders that “for maintaining legal status and smooth running of an Association or Federation sound financial position or base is very important and necessary, otherwise it would rather very difficult to run an Association / Federation efficiently and would fail to get aims and objectives achieved to the entire satisfaction of the members”.
He gave a task to participants by dividing them into four groups and gave them a specimen paper containing “Heads of expenditures”, to prepare budget for their own Association and Federation (TCOP).
Group leaders, presented their budget proposals and later on after gone through the reports, it was decided that each Association should realize two rupees per month from it’s each member and out of twenty four rupees at least twelve rupees per year per member should go to Federation i.e. TCOP.
Mr. Immad Ashraf did facilitate the participant to understand Greg Schulze thoughts and expressions by translating them into Urdu language.
The First session was over at 4:30 pm and the remaining Agenda was put off till next day.

The convener extended invitations to some educationists and requested them to address the participants on the topic of “freedom of Associations and role of Govt. officers”.
Mr. Zulfiqar Hussain Distt. Education Officer, Faisalabad said that “it is an admitted fact that teachers are more respected then any other in the human society for they make the nation strong economically, politically and socially”.
Further he said that “no one can afford to remain ignorant of the events and changes that are taking place all around the glove. To keep pace with the fast moving changes which are characterized by radical and hectic developments in the field of science and technology together with a strong desire for building up a just society, our masses need to be enlightened through education, and literacy happens to be the most powerful means to promote it, and teachers are the only active actors to provide them with the basic knowledge and literacy and as well as skills for improving their living conditions and life prospects”. Further said that “Teachers’ utmost duty is to inculcate in students a love of virtue and rightness, a sense of self respect, and personal dignity, pious bond of reverence for old ones and gratitude between teachers and the taughts and also endeaour to shun evils and misperceptions about religion, caste and creeds and to foster unity among new generation”, “I believe that this task can be best achieved when teachers are provided free and without any check and controlled atmosphere to impart quality education”. Realizing the fact he said that “ we know that teachers of today are passing hard life beside low salaries and lack of fringe benefits they have numerous problems and multifarious conflicts between teachers and officers. We have no pretensions to solve these baffling conflicts which have indeed troubled not only teachers but the entire nation”. He further added that “every malady has remedy, so it is the burning need of the hour all should sit in round a table and negotiate an honourable settlement which would save the face of all and be in the interest of teachers and officers concerned. To go on strike every time and threatening officers good for nothing and is not feaseable at all, only strong, honest and well conversant with law, rules and regulations leadership, fully realizing the larger interests of the teachers will have the courage to find out just solution of the thorny problems. I am delighted to know that TCOP has such kind of leadership and has also brilliant aims and objective to promote education and teachers welfare”.
After finished his speech he distributed certificates to the participants of the meeting.

In Regard to AFT Meeting / Consultations with Teachers’ Leaders In Provincial Head Quarters

On 24th April 2006 AFT officials Mr. Dave Kemmerere alongwith officials of solidarity Center Mr. Gregschulze and Qindeel Shujaat, Mrs. Adrianne V. Dohetry paid a terse visit to TCOP headquarter situated in Karachi after word AFT officials attended consultation held in provincial headquarters and appreciated the work and efforts exerted in establishing the office by the convening committee.
In these meetings and consultations participants leaders introduced themselves and submitted brief History and Activity Report about their respective organizations and also pointed out some severe problems teachers facing these days in their provinces.
AFT representative Mr. Dave Kemmerere delivered a very comprehensive and significant lecture on the system of education of America and constitutional working and history of AFT. Mrs. Adriane V. Doherty also supplemented his lecture very impressively and Mr. Qindeel Shujaat had very vividly interpreted his lecture in Urdu which had very imperative, significant and useful impact on leaders to understand the subject matter and content of the lecture delivered so by Mr. Dave.
Mr. Greg Schulze an official from solidarity center of Islamabad also took active part in clarification of some important issues and workings related to AFT and ACILS.
Teachers’ leaders were very much benefited and impressed by the lecture, which gave them valuable knowledge about organizing teachers’ unions and making them strong and functional under prevailing tense situation in the country.
Concluding the consultants meetings Mr. iqbal Shuja convener TCOP thanked the AFT/ACILS officials for providing technical know-how and financial assistance and support to TCOP and providing valuable books, literature and magazine of AFT for our future guidance and followup.

All Teachers Leaders who participated in consultations agreed to work in labour movement to gain the support of Trade Unions in some crucial matters and campaigns to be lodged for solving teachers problems.
Participants Leaders expressed severe concerns over political interference in administration, illegal gratification, corruption, Breach of Rules and Laws, false promotion postings and neglecting merit in appointments of Teachers and Officers.
They hoped that TCOP would struggle for eradicating these evils and misdeeds in future from education department. |
