Meeting & Consultation with AFT Officials at Karachi Cartyle Hotel

Dear Brothers and Sisters,
Good Morning / Asalam-o-Alekum,

I feel it my bounden duty to Welcome you all with the core of my heart in this consultative meeting with AFT Officials about right of Freedom of Association and prevailing situation in Pakistan.

In this regard I would like to say that since the birth of Pakistan on the 14 August, 19747, we have been listening very much loud notes of democracy, but unfortunately we have been encountering confronting, contrasting ideals and thoughts in interpreting the democracy, even the so-called champions of democracy while in power or rather in action have been adopting undemocratic attitudes toward democratic units, institutions and associations.

Even now we may observe this tendency obviously in all the Govt. Servant Conduct Rules 1962, 1964 and 1991, which have been framed and promulgated by the different Govts. to conduct the activities of civil servants relating to professional duties and responsibilities and pertaining to the working of civil servants as a member of an Association. These Rules do allow Govt. Employees to form an Association but under some specific conditions and restrictions which are contrary to ILO conventions, 1998, 1997 and against the Right of freedom of Association.

Although the Govt. of Pakistan was one of the signatory of ILO Conventions 98, 87 and had ratified the conventions aforesaid in 1954 and constitution of Pakistan also provide right of FOA to employer & employees vide Articles 17 & 19. The Govt. Servants have been deprived with their legitimate right to form union in their respective organizations and to become collective. Bargaining Agents. In the absence of free, strong and democratic functioning Teachers’ Association the entire setup and infrastructure has been collapsed and damaged, as such many ills and evils have been crept in the Administration and schools’ system. Such ills are illegal gratification, Corruption, misuse of powers, centralization of powers nepotism, groupings and emerging out unlimited fake numerous Associations’.

It is an universal and proven fact that the remedy of these ills lying in the hands of free and democratic teachers’ associations or unions, which may play a vital role of check & balance in maintaining good administration and may also play a pivotal role in promoting quality education in the country, as it has been observed that where unions exist and work freely and democratically yield better results in maintaining good administration and quality education than those unions which have been deprived from the right of freedom of Association.

Dear Brothers and Sisters, I may take this opportunity to state that prior to 2004 many Teachers’ Associations were working at provincial level but there was no effective and democratically functional teachers’ organization at national level, it was way back in 2004 that with constant insistence of some Local Teachers’ Associations Leaders of Sindh province started this work in this segment of society. They realized that teachers’ had some loose organizations, un-familiar with trade union movement and its aims and objectives, the result was that these organization could not gain any thing or represent and tackle the teachers problems, so they formed a convening committee and interim executive board of teachers consortium of Pakistan and gave a wakeup call and started organizing teachers by extending invitation to the existing associations to become active under the banner of one national organization i.e. TCOP. For this purpose solidarity center was requested to provide technical and financial assistance for the benefits of teachers and thus make them conscious how to make teachers’ organization strong and effective nationally and what links they can have with teachers’ and workers’ organizations internationally. Our request has been accepted by the solidarity center and new efforts are underway for uniting the scattered associations of Pakistan and to provide them a common platform for gripping the main obstacles in the smooth running of an association and struggle against education regression in both quantity and quality and relegating democracy as well.

TCOP is very much thankful to solidarity center for its valuable support in organizing Teachers’ Association into a single democratic national organization of Pakistan.

TCOP is also obligatory to notable AFT officials for paying a terse visit to Pakistan to provide technical know-how and knowledge or rich experiences to teachers’ leaders in uniting the teachers’ associations which are working on local and provincial levels and to upgrade professional capacity to deal with professional matters effectively and skillfully.

Indeed I feel immense pleasure to avail this opportunity to deliver this key note address before honorable guests and TCOP Councilors.

It is 6 (six) years back the proposal to form TCOP was floated by Mr. Qindeel Shujaat then program officer of ACILS after that with the help of Mr. Greg. Schulze, Director of ACILS Islamabad and Mr. Immad Ashraf, Program officer the dream of formation of TCOP took the shape of reality. They carried on this proposal harmoniously with head and heart.

In February 2005, the TCOP convening committee entered in an agreement with ACILS Islamabad, who extended financial Assistance and cooperation for holding 16 consultations, which later on took place in all the four provinces of Pakistan.

The leaders of forty two teachers’ Association, working effectively and democratically in the Provinces took keen interest and warmly participated in these consultations.

I express my profound appreciation and thank to all the office hearers and leaders of all the organizations for devoting or this precious time taking part in all the events and consultations.

Now TCOP has completed its’ two years of struggle. In these year it made concerted efforts step by step to bring fragmented and scattered teachers’ Associations together under the shade of TCOP umbrella to achieve and safe guard the teachers’ rights, other then this TCOP Tried its best to establish its relation with struggling labor class and human rights activists and organizations such as PWF, WEBCOP, LHRLA and united for gender justice network, I am pleased to report here that we have been taking active part in their programs, seminars, workshops and demonstrations’ of any kind and have been extremely extending full cooperation to them in order to achieve their targeted aims, we have assisted in every positive struggle of teachers in Pakistan and have made demands to restore the legitimate teachers’ rights. We have dispatched pamphlets and letters to president, of Pakistan, Ministers’ Officials of ILO, EI and FES, officers of different Govt. Departments; containing demands of vital importance. We have also raised our voice for positive change in the interest of the teaching class and spoken for raising salaries as the dearness has shot-up. We have also been assuring Govts, and it’s officials that declining quality of education and falling standard of education is not teachers’ fault.

It is the administration wholly and soully responsible, where meritless appointments out of way promotions or postings and illegal gratification are at its peak these days. We have used different ways and means to convey Teachers’ problems to high Govt. Officials but they did not pay heed to our voice. Govt. inattentiveness towards eradication of these evil is very much surprising which claims it self democratic and problem solver, but all reverse to it.

We are determined to continue our efforts and hope that the day will come when they have to hear our voice at all.

Yester Year teachers of Sindh confronted with severe situation due to decision taken by Sindh Govt. for imposing Ban on Teachers’ Associations and suppressing their movement by police force. TCOP Affiliates lodged protest or demonstrated before press clubs, held press conferences and wrote many articles on the burning issue of Ban in all the provinces, but all efforts ended in a smoke as Sindh Govt. did not show flexibility in its attitude.

Teachers do not at all reconcile with the cold behavior, since this is absolutely in conflict with ILO conventions 98, 87, against the provision of Pakistan. Constitutions vide Article and Universal declaration of human rights vide Article _________.

TCOP strongly deplores this Anti-Govt. action and calls upon President, and Prime Minister of Pakistan to use their good office in withdrawing the Ban order.

It is me, who was held responsibility to organize a National Teachers’ Organization so I did, but not alone, others’ efforts were vital support on my back too, which succeeded me in my mission.

I am sincerely thankful to all those through whose cooperation. I have been successful in performance of the responsibilities laid down on my shoulder.

I specially thank Raja Zafeer Ahmed Sathi, Hafiz Abdul Nasir, Ghulam Nabi, Hafiz Mohiuddin Rana Altaf and Malik Sarwar from Punjab.

I have no words to express for their devotion. I am obliged for their help, guidance and suggestions. I must not term it of my success all alone, it is the outcome of their sincere efforts; our collective endeavor has brought the TCOP to sound footing.

Here I would like to state that our task has not been finished as yet still we have to work hard and should go on with our work. We have to face striated circumstances and keep on our struggle against injustice done to teachers.

If we want ultimately our goals achieved, mere acquaintance will not do so, we have to strive hard and to be a visible active actor on the scene.

To day the changes are emerging very fast in the fields of culture, education economic and politics, we have to face these challenges with care, unity and diligence. One who does not go with time or tide is thrown back. We have to go hand in hand to achieve the goals. If we do not avail the chance now provided by TCOP. We will fail in our Mission. The boatman keeps the boat floating on the stormy sea, so we have to pass through striated circumstances and disastrous atmosphere very cautiously, intelligently and skillfully.

Fortune always favors the brave and diligent. Be united and work hard lest you would miss the train. We have illumed the candle of knowledge and infused new sprit in leadership and now it is up to the leaders to keep the candle glowing and uphold the name TCOP forever. We hope for good days to come and expect the bright future of TCOP.

Last but not least, I would like to express my profound gratitude to ACILS, whose technical and financial support made us possible to bring teachers’ Associations together under the shade of TCOP umbrella with out its’ help we could not continue our work for uniting the fragmented Teachers’ Organizations of Pakistan.

The meeting was formally started with the recitation of Holy Quran by Haji Nisar Muhammad Member Executive Board NWFP.

Tea Break
Malik Sarwar Secretary General Municipal’s Schools Teacher Association Punjab, presented his report with the following highlights:

A convention held at Faisalabad on 17-05-2008 four MPAs attended and demands were presented to them.
Meeting held with Law Minister and CM, Secretary (Finance a Local Bodies) and secured 54 posts of BPS-17; and 254 posts of SST were also created from Municipal Teacher.

Azram Khan Jadoon Presented another report from NWFP with the following features;

Obtaining up-gradation of various cadres of teachers.
Participated in hunger strike at Aabpara Islamabad.
Negotiations held with Prime Minister and assurances were given for the resolution of teachers’ problems by PM.

Group Discussion:
Time was spared for groups’ discussion on “Codes of conducts”. But before the participants could start their work, Mr. Azam from solidity centre refreshed the participants by an inspirational song of Faiz Ahmed Faiz. After the refreshment, the participants were asked to give their approval or disapproval of the 23 points in the “Code of conduct” presentation written by Iqbal Shuja. They were also asked to add something if they desire so.

Haji Nisar Muhammad expressed his views regarding activating TCOP in all the provinces. He suggested that TCOP may be organized at grass roots level and it’s media coverage may be enhanced. He also suggested that TCOP’s meetings may be conducted on at least quarterly basis.

Muzamil Khan Turnabi president TCOP in his address welcomed Mr. Wali Muhammad Chalghezi into TCOP and congratulated him on affiliation with TCOP. He said that “he has been struggling for the rights of teachers under the banner of TCOP”. Mr. Turnabi Secretary General said that issue the notification regarding the Office bearers of TCOP elected in December 2007. He highlighted the role of media in portraying the demands of teachers.

Group photos were taken with TCOP officials from all the provinces turn by turn.

After the group photos, lunch break was observed. After the lunch, the participant’s were divided into groups. They were assigned the task of preparing some more codes of conduct. 30 minutes were specified for this purpose. After the lapse of 30 minutes, various groups’ leaders made presentations. Mr. Shabbir Ahmed from NWFP presented his group’s report. The main recommendation of this report was to work for professional development and for student interest, commitment with office / school duty and equal rights of women in organization. From Balochistan Azizullah Maree, Wali Muhammad Cehelgari from Sindh and Zarar Ahmed from Punjab made presentations.

After groups presentations’ Imad Ashraf Translated Greg Shultz’s Speech into Urdu. Mr. Greg. Schulz congratulated the TCOP for its first successful meeting of Central Executive Board. He expressed his sorrow for his non-availability in the founding convention of TCOP held in December last. He said that “TCOP is the national voice for teachers”. TCOP wants’ to give the teachers of Pakistan a strong voice Mr. Shulz talked about the ban on teachers’ organization in Sindh. He said that “the problems of teachers are now on the priority list of the Govt. He expressed his pleasure and satisfaction on the activity reports. Mr. Greg. Shultze commended the associations for using the TCOP banner along with their own parent association’s name. He asked the participant to have access to the web site of TCOP, because TCOP is yours”. He asked the participants to give suggestions regarding deletion and addition in the web site. He added that teachers in America are getting information about TCOP through the web sites. He also gave suggestions about strengthening the associations. He asked various inspiring question from participants and asked them to convey the answer to Mr. Schulz asked the participants what they could do for TCOP and that what TCOP could do for them. He asked the participants to hold provincial meetings regarding budget and send suggestions to Mr. Iqbal Shuja. He added that like the lawyer’s movements, there may be a day when the teachers will need to launch a movement. He said that the teacher must be ready for such movement any time.

A committee was formed to prepare a resolution regarding the demands of teachers, comprising Shabbir Ahmed, Zarar Ahmed, Hafiz Mohiyuddin and Wali Muhammad. Lastly a resolution containing teachers’ demands was passed unanimously.

In the end Mr. Zafeer Ahmed Satti offered prayer and thus the meeting came to an end.

About Pakistan Women Teacher's Council
Formation of PWTC was the unique role of the TCOP. This idea was achieved in 2005 with Technical assistance, and support provided by ACILS Islamabad Centre.
The main object to organize lady Teachers was to bring them together on one platform, whereto they could struggle for their issues and problems to be solved through their own united efforts and to some extent could share in democratic process of the country. Since there are Male dominated Teachers’ Association in Pakistan and they have been struggling for general cause only, Although Female Teachers work with them, But they have some specific problems, which unconsciously have been left aside by the Male Dominated Associations. So the formation of Women Teachers Council was the need of the time. Now it stands on its sound footing and has its branches in all provinces of Pakistan.

Aims and Objects
The aims and objects of the Pakistan Women Teachers Council shall be promotion of unity, goodwill and welfare of its Women Teachers for which purpose and end in view it shall –
1.
Support National and International co-operation in the struggle against any kind of exploitation and oppression and to make National and International working class solidarity effective.
2. Defend and Promote in the National and International plane the economic social and occupational interest of Women Teachers in Education.
3. Seek universal recognition and enforcement of Women Teachers’ right of Forming union.
4. Represent Pakistan Women Teachers in International Agencies performing functions, which affect their social, economic and occupational conditions.
5. Furnish its Members with information on the economy. Wages and working conditions of deferent teachers in deferent parts of the country as well as the World.
6. Co-ordinate direct Assist and guide the activities of federating units in all matters directly or indirectly affecting the economic social and political interests of the teachers of Pakistan as a whole.
7. Endeavor to strengthen National solidarity among the teachers of the country and active co-operation with the teachers of other countries to defend fundamental and democratic rights of workers in educational and other common interest.

Secure and maintain freedom of speech, Press and Association
b. Endeavor to secure improved better relationship between the Teachers and official of Education Depts.
c. Represent the interest of the Women Teachers to the Government and endeavor to secure legislative measures furthering the interest of the Female worker in education.
d. Help and guide the Female in organizing themselves into association and federations.

As there are no Women Teachers’ Association in all the provinces of Pakistan except Pakistan Women Teachers’ council an affiliate of TCOP, which is based on individual membership, therefore TCOP designated Mrs. Qaiser Jehan president Pakistan Women Teachers’ Council and Mrs. Zeeshan Feroz General Secretary of PWTC as organizers for holding Women Teachers’ Consultative Programs throughout all the provinces of Pakistan.
M. Iqbal Shuja Convener TCOP and Mr. Muhammad Nawaz Co-convener coordinated the scheduled programs and assisted the organizers in all the organizational procedures. Women Teacher were invited through their respective and parent male dominated association to participated in these programs.
4. The Objectives for these women teacher programs, what we were aiming at were:
 
a.
To acquaint them with the “rights of women vide ILO conventions and what Pakistan’s constitution provides them.
b. To identify their problems facing these days as women workers in education.
c. To inculcate leadership traits among them to solve the entirely women related problems with united efforts.
d. To infuse in them the “Democratic spirit and norms” awareness” so that they could play a vital role in promoting democracy in Socio-Eco and political activities of the country.
e. To prepare them to take active part in labour movement and in political activities as well.
f. To get them realized the importance of cooperation with national and international labour and educational organizations or trade unions.
g. To remind them their responsibilities toward discharging their duties in promoting quality education and sharing education plannings with govt. planner agencies and departments with their entire experience and expertise.

Activity Report
1.
It was long awaited desire of women teaches to have female dominated organization for their own cause, as male dominated teacher Association some time ignore their basic problems or could hardly convey their concerns to higher authorities of education department and ministries concerned, so these program come up to their expectation and fulfilled the desire long awaited.
2. We could be able to establish Pakistan women teachers council executive provincial boards of “Pakistan Women Teachers’ Council” which brought them together to work for uplifting quality and Socio-ECO status of teachers with collective efforts.
3. We found them agreed with the concept of working in labour movement and to play a pivotal and important role in promoting democracy in the country.
4. We also traced out many talented female teachers in these program who have utmost devotion to work for teachers’ cause. They also have leadership traits and guiding skills and can play a meaning full role in leading the women teachers of their respective areas.
5. They are all committed to raise the issue of freedom of Association among women teachers and are agreed to start membership campaign of PWTC in their respective provinces.

What we need further more:
1.
To hold seminars, workshops and conferences on the burning issue and problems relating to educational matters and concerning to female teachers.
2. To hold women teachers convention at Islamabad or Karachi to bring them together for sharing their aspirations, experiences and understanding on matter of mutual interest and common issues.
3. To arrange leadership training program for female teachers in all the provinces.
4. To provide technical know-how for dealing financial matters, preparing memorandum and maintaining office record properly as being followed in democratic advanced countries.
5. To organize educational study. Tours Groups Inland and Abroad to enrich their knowledge and widen their vision so that they could meet the challenges of the time very successfully and timely.
6. To supply the relevant educational literatures, magazines and Audio Visual aids concerning to women progress, empowerment and on issues of vital importance.
7. To inform them about new and latest teaching methods, techniques and scheme of studies by providing knowledgeable material and substantive teaching aids, which are being in practice these day in progressed countries.
